chrome://flags/#dns-over-https is now available on chrome beta. not sure if it has reached stable yet.

Http/3 is a newer version. Requires command line attribute and works on canary atm. Though dev should have it by now.
 
Managed to enable DOH on Google Chrome Dev for Linux.

Run the command on terminal:

google-chrome-stable --enable-features="dns-over-https<DoHTrial" --force-fieldtrials="DoHTrial/Group1" --force-fieldtrial-params="DoHTrial.Group1:server/https%3A%2F%2Fcloudflare-dns%2Ecom%2Fdns-query/method/POST"

Every other blog which copied the code over from Issue 799753 - chromium - An open-source project to help move the web forward. - Monorail copied it wrong as it is missing a double quote at the end. Frigging Tech bloggers.
 
Doh is available through flag? Maybe not functional... Why are you not using dnscrypt on Linux?
