I am pretty sure if you are connected through wifi it does not matter if you have jio sim or not. I still use Jiotv app on mobile through wifi for years now...
Just checked with BSNL WiFi, it is not asking for Jio SIM now. I remember about a year back or so, it used to work only when a Jio SIM was inserted in the phone.
