BSNL plan change without consent

I almost ignored this email because it looked like an ad or promotion.
What in the world, BSNL?

Subject: Enjoy increased Free Calls & Browsing speed and day Data !!!

Dear Customer,

Greetings of the day !

As a gesture of rewarding our loyal customers, BSNL is upgrading your Broadband browsing speed to upto 50 Mbps till downloads of 600 GB and 2 Mbps beyond that.

. 24Hrs. Unlimited free calling (Local +STD) to any network in India.

All this, at a nominal increase in fixed monthly charges to the extent of Rs 72/-, starting from 1st Jul 2019.
Your new plan will be: 600 GB CUL . Bharat Fiber with monthly rent of Rs 849/- plus GST.

This email is just a green signal to start to enjoy faster browsing and clear conversations.

How dare you question this wonderful decision by our beloved BSNL babus to charge you extra per month without your consent?

It is completely justified!
 
Called them and they said that the older plan doesn't exist anymore, so I'm stuck on this one. (Only after first insinuating that I must have changed the plan, because no one else can. Then I had to read out the whole email verbally before he checked.)

Are they really allowed to do this...?
The notification arrived 26 days into the new plan and cloaked in marketing speak.

If this already isn't, it should be illegal!

Airte, Voda-Idea and other telecos removed their lifetime validity and forced people to do a minimum recharge keep connection active. (They had to advertise in newspapers)

This case is similar I am sure there would be some clause that allows BSNL to revoke their plans after a certain notice period. In the email I don't see any option to opt out (disconnect) or any time period before new plans is activated which should be not legal.
 
The operator has the right to discontinue plans, however I think they should have given more notice.

In my case, I got to know about the change in tariff from this forum and their website, but I was intimated of the change only by mid July, which is not correct at all.

Also, I think the rule is that the operator should keep the customer on the plan atleast for 6 months after the customer has opted for it. Even if the plan was removed sometime later. I had completed only 4 months, but it was forcefully changed for me as well.

Clearly BSNL isn't following the rules in this case.
