Steam Download Issue With Excitel

As the title says I can't download any game on steam due to the download issue, 90 % of the times download stuck at 0 bytes I even tried changing different download servers on steam still same issue. This is the issue only with excitel since I checked with airtel and it's working fine.

I even complained to excitel but they are worthless they don't have any idea and they kept continuing closing my ticket without solving the problem.

What can I do now

steam downloads are like that , dont blame excitel for this
steam downloads compressed files and decompresses them before downloading more files

How come downloading working fine with airtel then ? It's been 3 hr I just downloaded 3.5gb i'm still struggling to download a 8gb game even i'm on 75mbps plan, never faced this problem with airtel so it's surely excitel

Excitel optical fiber wifi is not supportable with Steam i am not able to downloads updates of games.

Same issue, couldn't even install steam without a VPN.
