How do I SMS to a roaming number?

I have never sent a SMS or called anybody outside India.
But, now one of my friends, is touring Sri Lanka.

(He uses a Spice connection, and as I couldn't understand where else to ask this question, I am posting this here.)

I want to send him an SMS. If I use an online service, to send him the message, should I have to add the Sri lankan code to the number (0094xxxxxxxxxx) or just a double-zero (00xxxxxxxxxx) would be sufficient?
 
online services shud support standard way of specifying international number. ie. countrycode-mobile number for eg. for indian mobile number it wud be 919811111111
 
No need to add anything, Just SMS to his number like u do always..Network provider will take care of other things..
 
Thanks a lot,it just worked when i SMSed him to 00xxxxxxxxxx and he got it.but it costs Rs. 5 per message in Airtel.
 
Airtel? u wrote online services, didnt u?

Yes, but I use both online services and my mobile.
