Superstar 300 is available for fibre and dsl both. You can change your plan to it via selfcare portal.

For People In Chennai Circle. There is a circle exclusive plan for 699.
20 Mbps upto 700gb and 2 Mbps beyond with unlimited calls.
Edit : since it is a ADSL plan, it depends on multiple factors including the fact that you have to argue with your local jto to make him set the line rate to 20 Mbps even if the line parameters are good.

I got charged 500 for these topups in August bill. Dont use them. Is there anyway to get it removed from bill?

If you have any proof or taken any screenshots of the BSNL page which mentions that you have received a free top-up, then BSNL accounts might revise your bill.

I think the link you used is for the regular top-up which is chargeable.
