The Only time that I have seen a private ip as an gateway is the time when they disconnect the internet if you didn't pay the bill.
But I have never seen either a private ip allocation or a gateway in my ADSL connection. PING times here in Chennai is not very bad due to the location and presence of international gateways.
In your case I guess BSNL is either testing CGNAT or is in process of implementing a CGNAT on ADSL.
Maybe as it's in early stage it might be One to One NAT
I have seen CGNAT in Thier mobile 3G service as early as thier 3G launch.
