Very Strange Thing Happening

Since 1st March, I am rarely getting full speed whenever I am downloading any file, I just found out that whenever I am downloading anything, my machine is automatically downloading something from an IP address which belongs to BSNL. What might be the reason? Could anyone explain?

If I am not wrong, IDMan is Internet Download Manager. There is something to do with that.

Reinstall Windows if you can't find the solution and pay for IDM.
 
I use this when I do use a download manager.

Free Download Manager - download everything from the internet

Basically, try out if the same problem exists with other download managers. It seems unlikely that BSNL would be fetching data from a local server that might have the file you are downloading cached. Which could possibly cause something like this. I also assume you are not downloading a torrent?
