if a web server is restricting download speed on files being downloaded from them to 1mbps... your internet speed is not 1mbps. multi is what your internet is capable of. single is useless information. it's not your ISP's fault if you are using Chrome to download huge files.

if isp is not restricting your speed so how it is their fault if you don't get full speed in single mode

They have added multi mode recently.
there is a good reason behind this. internet speeds are faster than ever. and single thread is no longer a good way to measure speed. even fast.com does multi-thread speed testing. strangely, the graph on speedtest.net website remains at 100mbps

my question is simple if you are getting full speed in multi mode and not in single so who's fault is it ? isp or the website/server ?
