Airtel 4G LTE is now issuing IPv6

Implemented in only one SSA of bsnl Kerela.
Bsnl Kerela is one of the best performing state units of bsnl,If BSNLKerela is struggling to implement it properly then imagine the state of others.
BSNL mobile didn't even implement 4g till now, if we expect ipv6 deployment from them anytime soon then we're in for a massive disappointment.

Few months earlier Airtel 4G started assigning IPV6, but they were not public reachable (ping), But from couple of days I have observed that IPV6 is ping-able.
Now, I have few questions regarding this:

1. How to port forward IPV6? (I use Airtel 4G in mobile, and hotspot is used by my laptop, if I want to host a FTP or web-server then how may I proceed?)
2. Can this IPV6 accessible from only IPV4 address (I tried but was not successfully)?

Airtel ipv6 isn't enabled on all towers. When I'm connected to the tower near my house, I get ipv6. But once I move away from this area and latch onto other towers, ipv6 may or may not be there.
