BSNL capping speed. Please Help!!

BSNL has been capping my line rate at 4mbps since a couple of months. I have tried all online sources of complaining yet the guy comes home every time, runs a video on youtube and says everything is perfect. When I try showing him the line stats on the router's IP address he's mad at me for opening that page, as if I committed some crime. Anyways, I tolerated this last month but not anymore. I tweeted them today, filed a complaint on 1500 and got an update that it would take 2-3 days to restore the connection( it's working fine except at 4mbps instead of advertised speeds). Last time they got an excuse that I have exhausted 10GB due to which speed is low, so this time I have switched off my router and waiting for them to confirm the fix.

How do I make them understand to update the port speed? Can anyone tell whom to contact at the local BSNL office, this time either I get the advertised speeds or switch my operator, nothing in between.

Line attenuation- 25
Data Rate- 4093
Max rate- 20816
 
Did you contact the JTO / JE / AE in the local exchange?

The lineman usually doesn't know about line rates. If you have an alternative to BSNL, then go for it. Most of us are with BSNL, because there is no alternative or the exchange is very close to their home!
 
I have no idea in which office they work. There are 3-4 offices in my city. The one close to my home redirects me every time to line man and the one's farther say contact your area office.
 
Okay, in that case, start with the lineman. Ask him which is the exchange and who is the JTO/JE/AE in there?

Linemen are usually adamant to provide such details. At least, you'd know which is the exchange. And from there, you may visit the office directly and ask them to show you the responsible person. Sometimes, going offensive helps too. 🙂

For me, I know the people (including the JTO) very well. Even if I know them all by name, at times they don't do their work on time. In such cases, I'd go and file an official complaint at http://mis.bsnl.co.in/pgs/internet/pgwebregn.asp that is usually taken care faster. Also, whenever I file a complaint in it and after it got resolved, I get a letter from the district headquarters saying something like... 'sorry about the trouble. we've resolved your issue'. Used it twice during the past 3 years. So, it worked for me in the past. It may work for you too.

If you know a bit of RTI, you can easily make them do their job.

Coincidentally I stumbled across that link today and have filed a complaint. Should I wait for them to resolve the issue or go as you said?
 
lets see how things move now,
the exchange people are the one who is capping speed. now that does not need 2 or 3 days work. like pothi said ask lineman where your exchange is and try speaking directly to JTO. your SNR margin and attenuation looks excellent so you can get higher speed.

Please wait until the start of next week. It usually takes a day or two for the complaint to be forwarded to the concerned exchange. Also, be ready for multiple calls from the exchange. Usually, here, the staff at the exchange get scared of that official complaint and complete the work asap and then start calling me multiple times (after the complaint is addressed, of course).
 
So I finally got to know which exchange handles connections in my area and talked to the engineer there. He says BSNL provides 6mbps under the plan and 4mbps is good enough according to it. Providing 10mbps is not feasible.

The line stats are quite good and I used 10mbps for a couple of months when happy browsing offer was launched so I think he's just trying to ignore the thing. What should I do now?
 
I would gladly tell him and that's what I am thinking of doing but the other ISP here is quite expensive and 4G sucks on ping. @pothi Can you please suggest someways to tackle this arrogant bsnl employee.
 
@harsh prasad sadly many employees are like that. they are not correctly updated with the developments. If plan provides 6mbps why you are not getting at least that, and getting only 4 mbps. SNR margin and attenuation rates are good on your side.
