WhatsApp and Messenger don't work on reduced Jio Speed?

After my consumption of 1.5GB of data, I'm unable to receive or send messeges using WhatsApp or messenger even though I can run simple Google searches

Do messages require a lot of data or is there something wrong?
 
sending or receiving text messages should not require much data. as long as they are text based of course. and how active the groups are. i mean the app could be stuck downloading messages from multiple groups with images etc. causing issues with sending regular text messages?
 
It didnt work for me either.

So I had to recharge. (I was on 2GB per month 98Rs plan - after 2GB it was supposed to be unlimited at 64kbps)

I think its done on purpose. But then BJP or TRAI or DoT is not going to do anything about it.
