Does Alliance Broadband have Proper Checks on their LCO's before Partnering?

Let me introduce myself first. I am Prasenjit and work with CIMAC Marketing. Alliance Broadband is one of our ISP we have been using for over 2 years. In Office, our both ISP lines and LCO is excellent. But recently we have noticed virtual members from some particular area suffer bad service regularly and negligence of LCO. After repeated complaints, there were steps taken but without future promises. Again LCO behavior forced to reach the hub on a regular basis.

a) Have you heard of the Alliance Users Facing same?
b) How often do you face frequent Problems( never, rarely, often, quite often) if you are also using Alliance Broadband?
d) What do you think is the reason that LCO's registered have taken the authority to provide such poor service regularly?
e) Has your query/queries been solved?
