How to send funds to someone else's Paytm Wallet using Bank Account?

May be if Paytm provides UPI address for Paytm wallet?

So answer seems to be NO. Not if user just has paytm wallet.
But if that user has bank account mapped to UPI by paytm i.e. username@paytm or mobile@paytm
Then you can transfer to him. But it just "feels" like you transferred to paytm user but its actually transfer to bank.
