Well certain people who arranging cylinders and other stuff for others told me that's how other volunteers in different cities are arranging it for others.
It is financially straining
if you are lucky you either get oxygen cylinder from other people who recovered for nearly free(transportation cost only) , few other are good enought to sell/rent you for market price but at Srinivas' scale, you need to source it from black market sadly as you can't rely on luck always
Same goes for beds(I will refrain from providing details as I have been requested to keep mum on this subject)
So yeah I don't have official info/any reliable source info straight from Srinivas. Just applying the Razer: Simplest explanation is the best explanation
You can counter-argue why the other parties represntatives can't do the same to dip a little into their black money reserves to buy oxygen cylinders and better their own electoral prospects.
We needed oxygen for someone in family only few sources were there after LG took over all units in Delhi...
Ultimately after seeing lines.. where one has to wait for more than 16 hours in line without any assurance of getting, we had to pay, to get it done. 5K for 25ltr cylinder... that also 24hours after giving cylinder...
