what this means is that people with resources can get the vaccine by jumping the line. how can they even have spare vaccines to sell in open market when the government's own rollout is not complete? shouldn't the government program be the first priority? or maybe the government would keep gaps in their procurement so that they are able to sell the 'spare' units in open market.

Hmm more questions than answers have been created I hope both govt & SI clarify quickly else the number believers for conspiracy theories will go up drastically. Only time will tell how things will pan out.
Again let me clarify. Polio vaccine or any other vaccine is free of cost in govt establishment or are available for very low cost. But then people who can pay look for comfort and go for painless vaccine.
In case of covid, if people are not able to afford then they will have to go thru the govt mechanism of getting the vaccine.
Like for the medicines as well. We go and buy it from chemist but needy people have to get it from the govt hospital and they may need to wait for days if certain medicine is not available.
