What should be the Line Rate for Revised Bsnl 1199 Plan ?

I'm using BBG ULD 1199 Plan, I;m getting only 2 Mbps instead of 4 Mbps upto 30 GB.

This is my line Rate :

It's the same line rate remains, it has not changed after they upgraded the Speed.

What should be the Upstream and Downstream Line rate for New revised BBG ULD 1199 Plan ?

D/l rate should be minimum 4096 Kbps, and preferably 6144 Kbps.
U/l about 1000 Kbps.
