But I wonder if it means the charge will be for companies/agencies not the aadhar holder? To deter/reduce fraud?

you would be paying for authentication as a consumer.

even if they are charging the service provider, they would charge that fees from you, add their own margin, and of course... service tax (gst?) would also be applicable on it. so the government would make money from something that they have sold in the name of subsidies and welfare and saving public money.
