BSNL broadband problem

There is a weird problem with my BSNL broadband connection. whenever there is electricity in my area, I only get half of the speed that I have opted for(instead of 2 Mbps I only get 1 Mbps), & when the electricity is gone the net works just fine. I have complained about it in the local exchange and they tried everything from changing pair to changing cable for my connection but the problem still persist & this is happening from the last month. So what do you guys think the problem might be?
 
Do you have a multimeter or tester? If so test it with phone line and compare how brightly the light is glowing when there is power and when there is not. Do you mean if you turn of your domestic power there is no drop or do you mean a local blackout? Also compare the noise in the phone line. Maybe the current is leaking from somewhere.
 
It can be:-
1. Electricity leaking into the cable because of exposed wires
2. Interference from power lines somewhere along the way .

Which modem do you have?
 
Go to 192.168.1.1 and type in default username and password 'admin', then go to statistics > xdsl and send a screenshot
 


Could be simply equate to more load when power is available.
