Firstly it won't work outside of India without Rs.2000 deposit and Rs.1.2/minute charge. So not an option for international roaming if thats the purpose.
Bsnl errors like getting connected on 4-5 times is normal. Mostly it says number doesn't exist.
Codec like 711a/u, g729, gsm are used by bsnl.
Though it's improving day by day.
Activation is happening in a day or two now. Though all states are not yet ready. You can get no of any state you like.
Just aadhar need to have mobile no linked. Acc to Bsnl tweets it's a prepaid service though billing and stuff is not ready thats why they're giving unlimited for 1 year, so expect pay as you go plans also once billing is implemented.
Though not much hopes.
All in all if you know to fiddle around a little then only put your hands.
