Urgent Tatkal timing help

Hi Friends i need an urgent help from you.See i have to travel from Ahmadabad to vijayawada (AP)on an urgent work on 10th Feb.My convenient train is NAVAJEEVAN EXPRESS Which scheduled from Ahmadabad Jn at around 6:30AM.Unfortunately all the tickets R booked and its running on waiting list. So am trying to book it on tatkal.So at what time i have to login to the irctc site on 9th ie tomorrow ? to book my tatkal ticket? Seems there's some new rules being implemented right? can any one suggest me kindly ? Thanks in advance. Am totally confused as i need to attend an exam. Plese help me.

There is general ticket option as well but it's horrible.
I have booked twice in waiting list and both time tickets were confirmed.
Not sure about tatkal timings, install irctc app and try to book from there.
