This forum has a policy for a while that discourage unnecessary use of quotes when they can be avoided. Especially quoting of whole posts when you are replying to bits of it. We recommend using the feature where you can select the part you are responding to, and using the quote/reply option that appears. This ensures that your own post would only include the relevant useful part of the quoted post along with your response. Best would be to use @mention like Twitter/Facebook in case you are just referring to an old post and do not really need to quote that post in your own post.

Here is how reply option appears when you select text inside the post you are responding to.

And of course, there is no point quoting the last post in the thread. Quoting can also be avoided when there is a thread with active conversation. Just like you would not quote messages in an active WhatsApp chat, it's best to avoid quoting full posts when there is an active conversation going. Best is to use mentions (like @Sushubh) to refer to the person you are responding to.

A penalty is applied on such posts and when the penalties add up, you lose access to the forum. Temporarily at first and permanent if the behavior continues.

Primary reason we try avoid using quotes when possible is the mess it creates over a long period of time. This forum is nearly 17 years old. Posts are removed. Post content gets messed up during migrations from one platform to another. Links die. Photos disappear. Videos are gone. This results in a situation where I have to clean up dead links and embeds from not only the original post but also from all the posts that quoted that post. This becomes even more cumbersome if a user decides to leave the forum and wants his name removed from the platform. It is easy to change the user id. But removing his name in quoted posts require a lot more effort. Unless the platform I use add support for threaded conversation, this is something we would be enforcing strictly on this forum.

This pop up menu does not seem to be working a lot of times. How come?
