Is Tikona running a scam?(I am serious here)

I was a Tikona broadband customer (User ID 1109786166) from January 2014 to May2016 (connection speed 4Mbps/50GB FUP/1018 Rs bill),majorly due to the fact that in my area, only Tikona and MTNL services were available (I was living in Sarai Jullena village, New Delhi) as Airtel did not had a line in portion where I lived.

I shifted my resident in month of May 2016 to Ghaziabad. As I knew I would have to shift and my bill cycle starts from 26th May, I called up Tikona on 19th May, requesting a address change. Tikona people replied that though they have network in my area, they do not provide service in my building. On hearing this I requested termination of services and inquired whether I have to pay anything, if I stopped using their services by May 26, to which they replied NO.

They sent an agent to collect their device on 23rd May, but I was not present at my new address in Ghaziabad as I have not shifted yet, so I was not able to give them their device. When the person who was there to collect the device called me, I told him that I would actually be shifting on 29th May and either he should come collect that device from my old address, or he should wait till then. Their agent fixed the date of 2 June for collecting the device. When he did not came till 4th June, I called him on the number with which he has called me earlier an he informed me that he is not in Ghaziabad but in Haryana. When he did not came to collect the device, I again called him but his phone was "temporarily out of service".

When his mobile no came 'temporarily out of service' everytime I called, I called their customer care on again on 25th June and they sent an agent on my old address to collect their device (naturally I was not living there) even though I specifically told them that I do not live there and provided my new address again (They already had it in their system).

In the meantime, they are sending emails, and calling and messaging my number for phantom bill of Rs 2048/- and threatning legal action. The way they are operating, I think they are running a kind of scam in which they resist all reminders to collect their devices (if you fail to give it back in first try) in order to be able to generate phantom bills, hoping that a sucker would pay them those bills (May companies act in this manner and it was because of this that I clarified on May 19th itself whether I have to pay any bill or not).

On top of it, they are not acknowledging my E-mails too (I mailed them on 9th July 2016). and if you call their customer care, they ask you to mail them your issue.

What are my options to deal with them? They have resorted to threats now.

And the service! God, it was horrible (Apparently, they always had problem with their main tower like everyday). I struck with it for the lack of options.
 
YES .. its a big scam in Hyderabad and delhi .... i have been duped by them ... never ever ever take tikona...
