I don't think it would be possible because both own 1800mhz non liberalized 2G spectrum in many circles. So they will have to pay money to govt to liberalize spectrum of one of the operator either Aircel or Rcom which can be further used for 4g services.
If it happens then the second article you posted was somewhat true. Which means Telenor merging with Tata is also true. Somewhat left spectrum of videocon will also be brought by Telenor or jio.

So in next 2-3 years we will have
1. Airtel
2. Vodafone
3. Idea
4. Bsnl
5. Rcom+Aircel+MTS
6. Jio
7. Tata+ Telenor+Videocon

Further one more merger can be seen like idea with vodafone.
 
I expect following Mobile operators operating after few years-
BSNL/MTNL (seperate or merged)
Airtel
Vodafone
Idea
Reliance+JIO (Aircel and MTS already merged)

Tata and Telenor may merge with either of above mentioned operators.

The merger will create the third largest mobile operator by customer base, replacing Idea Cellular from that position; Bharti Airtel and Vodafone are one and two.

Idea would merge with Vodafone finally?
Though the merger has been announced, it will need the approval of the Department of Telecom before the new company comes into existence. The process is likely to be completed only by next year.

Rcom confused with Rel jio
Aircel confused with airtel.
Why not name it Rcom. even mts is better or maybe Relcel.
Fresh name is better imo.
