I think you made a mistake by factory resetting the device .. Otherwise you could have googled for password and maybe found out what it was . Other way is that you should set up ur pc as gateway put up some lan sniffer like wireshark and see what ip the pap2 box is connecting to when u power it on . Every locked box connects to some server to get the config file .. Once you get that ip and url .. google up for some config files that will reset the password and emulate network by setting up custom dns server and make pap2 connect to your machine in some way and pull config file from it to reset passwords . I have some experience with unlocking Linksys spa-2102 , pap2 should be easier to crack than spa .
Here is a good page to go

Linksys PAP2 Unlocking Methods - voip-info.org

Good luck !

Use at your own risk ..... if you have never before played with a devices as any unwanted activity could make your pap2 a BRICK. 😛

For him it is as good (or as bad) as brick anyways since he can't use it with other SIP providers. Most these devices run some sort of pre-boot tftp to enable unbricking. But you are right that process is quite involved.

Whatever you do it wont really become a brick since factory reset always take it to default password ( that can be said to be a brick too ) . Unfortunately for locked boxes , as i have read, passwords are mainly 32 characters or more and mostly even owners like net4india dont bother to know it since they can change it anytime by changing config files in their system ( all pap2 connects to their server as remote provisioning is enabled ) That is why factory reset is worst thing u can do . . The pap2 box wont take any configuration via tftp like other ip phones .. it just takes new firmware from tftp which is not possible to trigger until u get admin password . By any chance if you are able to reset or get admin password then first thing you should do is disable provisioning so that it wont dload new config filr from net4india server and lock itself again .Also unlocking pap2 is much easier then unlocking newer adapters like spa-2102 since it takes config's in plain text file . If you are able to make it pull configuration from ur machine via some fake webserver then you are good to go . Or else just sell it on ebay at very cheap rate but do specify its locked ..

Or flash it with firmware of spa 1001 some one did that dslreports.com it was locked to vonage however provider and Linksys have become smart nowadays.
