MTNL Delhi Unrealistic Speeds on MTNL Billing

As you can see in the 1st row. I downloaded ~4 GB of data in 1 hour. This means that I am getting download speed of more than 1 mbps. I have a plan of 4 mbps/60GB. I effectively get a download speed of 400kbps or max 430kbps(Remember the 1:8 ratio for download speeds?). Nowhere in the world can I get more than 1 mbps.

What should I do now?

you really should write mbps and mBps properly to avoid confusion.
