This was launched a few weeks ago I believe. It's not available here in India. You can however install the Chrome app and start using it.

Not sure what's the point. Google Bookmarks was killed few years ago. Google Chrome Sync already sync your Chrome's bookmarks. And we now have this which is kind of a global bookmarking service similar to Google Bookmarks that was killed. This company works in mysterious ways.
