Airtel: 64kbps is appropriate definition of broadband in India

that is regarding mobile broadband service. in case of fixed broadband service they agree with the draft clauses
 
minimum broadband speed has never applied on wireless connections to the best of my knowledge.

they are clearly aiming for wired broadband customers from what i see.

Ensure that download speed of broadband service provided to the fixed broadband
subscriber is not reduced below 64 kbps in case of Fair usage broadband tariff
plan after expiry of assigned data quota of the customer.
 


got confused with "limited plans". they are not giving limited data plans on fixed broadband service from long time now. they have "limited plans" only on mobile
 
Too bad I forgot to mention how Airtel etc are using crappy fup speeds to sell top up plans at highly inflated prices.
 
To keep broadband prices low people should buy our service but not use them -

Reliance's Views on FUP aren't much different. It wants TRAI to allow providers to throttle the speed limit as per their wish post FUP because again, misuse of the 512Kbps.

Never knew one can misuse a connection at this speed in 2016.
 
Reliance and Airtel have literally reworded responses, probably copy pasted from a COAI template.

Reliance Communications:
"However, in case of fair usage plans, the subscriber remains into broadband services till the expiry of his assigned quota. Beyond the assigned quota, as per his plan the speed gets reduced which may be lower than 512Kbps. In order to avoid any misuse of the broadband service beyond the designated quota, a service provider should be provided the freedom to throttle the speed after the expiry of assigned data limit to the customer."

Bharti Airtel:
"In case of fair usage plans, the subscriber remains a broadband subscriber till the expiry of his assigned quota. Beyond the assigned quota, it cannot be the prerogative of the customer to keep on accessing data at the defined broadband speed. Hence, a service provider should be free to throttle the speed to 64kbps after the expiry of assigned data limit to the customer."
