Looks like Google has made it part of Chrome itself. Can be accessed here:

chrome://settings/cleanup
 
ok. looks like it has only reached chrome dev for now. not available in beta so would not be available on chrome stable.
 
because i use the chrome dev channel on IBF account which is where i found it. checked on my regular profile on chrome beta where i didn't find it lol.
 

it not completely local

you have to toggle off report to google setting (it is different from crash reports)

use firefox
disable background process in chrome if you don't want to uninstall it

OR

disable chrome reporting to google hopefully chrome won't send any data to back home.

there is no option to disable because google dev thinks any malware hijacking your browser will disable clean up tool thus defeating the purpose.
