Headline is a mess. It's like your credit rating. Flipkart and Snapdeal appears to be working with partners to verify customers before delivering an order to avoid getting scammed or wasting resources on a non-delivery.

The article is quite confusing though.

Online retailers Flipkart and Snapdeal are working with companies that can help them ascertain the details of consumers before shipping goods to them.

This comes after the e-commerce companies suffered losses of crores of rupees from false mailing addresses and turned away goods, something that the banks learnt the hard way after getting singed for decades.

"We identify the name and address through mobile number and credit card information," said Chirag Bakshi, chief executive of Zumigo, a startup backed by Wells Fargo and Intel Capital. "This is enabling security and identity." In online transactions, the liability rest with the merchants. Zumigo is in talks with merchants and bureaus in India to help them identify a customer and check fraud.
 
we have already seen stories of flipkart blacklisting certain customers based on past experiences. so i am pretty sure all major stores already have internal ratings for existing customers. this new system would probably be in addition to it. and i expect more players to join in and probably form a coalition and share data with each other so that a singular database of scammy customers can be maintained and shared with each other.
 
more of customer database like cibil, difference being its shared among ecom portals than financial houses. so customer faking on snapdeal will be black listed by all Flipkart also.
 
CIRCA clearly defines a specified user who can register with a credit bureau as member entity. Other than credit institutions, insurance companies, telephone services providers, credit rating agencies registered with Securities and Exchange Board of India (Sebi), a stockbroker or sub-broker registered with Sebi, a trading member of recognised commodity exchange, Sebi and Insurance Regulatory and Development Authority are regarded as specified users.
 
I never said cibil database, one similar to civil I.e. common among competitor's or ecom players.
 


So all these e commerce firms can make an association to form Agency like CRISIL to prepare database of customer financial credibility.
