Broadband modem stats - slow speed ??? Need urgent advice

Hi,

Since a week I am getting slow download speeds from BSNL broadband. Below are the stats

Downstream Upstream
SNR Margin(0.1db) 64 61
Attenuation(0.1db) 265 200
Output Power (dBm) 19.5 12.5
Attainable Rate (Kbps) 12704 1140
Rate (Kbps) 11623 1139

Do you see any line fault ? Please enlighten.
 
Can no body provide me some insights ?
 
Your SNR Margin is pretty bad. Facing any disconnections?
Pick up the phone. Do you hear any line noise? Some telephone joints might need to be re-done.
 
I am using 999 plan so post FUP I should get 1 Mbps as per our circle. I am not even getting 0.2 Mbps against 1 Mbps. Is this because of any port disturbance ? No disturbance in phone line. Phone line disturbance and port disturbance are they both same ?

Please educate me what is meant by "port change at exchange".

Also one more observation - day time SNR margin is around 6 but at night time after 9 PM SNR is around 17. Why is this ? Also after 9 PM I am getting rated speeds that is expected speed. Any ideas how to fix this ? THanks
 
Admins and experienced fellow forum users, please reply to my problem. I need to take this up with BSNL folks with some data points.
