My net connection always going on and off. Local technician came & said that the problem is with the router. If I change my router now , do I need to apply for disconnection & get the new connection ? Because that technician told that BSNL binds the router Mac address. Is it correct that BSNL binds connection with Router Mac address ? When I'm calling, BSNL employees not lifting the phone ?

BSNL does not bind the mac address of the router. I have changed my router couple of times and never faced any issues.

First make sure that it is a problem with your modem, not the line. If it is in real a problem in your modem / router, you can change without even informing anyone. The instrument you use is quite independent of configuration at exchange.
