service provider is actually blocking torrents for you

I am almost certain of it. Others in the area are able to.

i guess few things you can try out...

try a bunch of torrent files. linux distros are good example.
try a bunch of torrent clients.
try resetting your modem/router 😛 and reconfigure them.

in any case, using vps for torrenting is never a bad idea. privacy and safety...

Do many people face such problems with torrents on networks?
We( the forum users) can setup a server for torrent leeching and downloading 😛
it'll be like direct downloads aka full speed.
